Cuba policy: keep the pressure and conditions on, or lift the blockade unconditionally?
Live today at the UN: Cuba's foreign minister Bruno Rodríguez called the US oil blockade "an act of collective punishment" in his General Assembly speech. Secretary of State Marco Rubio said days earlier that the US is open to talks — but only on a political transition. Trump told reporters today he expects "Cuba and us will make a deal," and doesn't think the US will need the military.
Keep the pressure on
Rubio: "Cuba has a golden opportunity to place itself on an irreversible path towards a better future. We are prepared to be helpful in that regard if they are open to it." He's said the US would work with Cuban officials whose "hands are not stained with blood" — engagement, but conditioned on the regime changing course first.
Lift it, no strings
Rodríguez: the blockade is "collective punishment" aimed at creating humanitarian hardship, pointing to the fuel shortages behind the island's blackouts. Cuba says it's willing to negotiate, but only on "sovereign equality" and "without preconditions" — rejecting talks framed around regime change.
